The Capital Development Authority has issued a show-cause notice to the sponsors of the Usman Enclave housing scheme in Pind Baigwai, ordering them to immediately stop all construction in Zone IV and remove structures built without approval.
According to the notice, which was issued on November 12, a CDA inspection team found active development at the site despite the scheme having no official sanction.
The authority said the sponsors had violated the CDA Ordinance 1960, ICT Zoning Regulation 1992 and the Islamabad Capital Territory Building Control Regulations 2020 by carrying out building and land use activities without permission.
The notice warns the individuals involved to demolish the structures and cease use of the land within 15 days.
CDA officials said the warning follows years of repeated public notices issued since 2014, in which sponsors of illegal housing and farm housing schemes were told to submit layout plans for regularization. No record or compliance has been received from Usman Enclave to date.
CDA has stated that if the sponsors do not act within the given time frame, it will move forward with enforcement, including police support if required, to dismantle the illegal development.
The authority added that all costs incurred during any demolition or enforcement action will be recovered from those responsible.
Officials said the case reflects the broader problem of unauthorized housing schemes expanding in Islamabad, especially in Zone IV, where strict planning controls are in place.
