The federal government has formally requested the National Electric Power Regulatory Authority (NEPRA) to implement a uniform electricity tariff across Pakistan, including Karachi, starting July 1, 2025.
This request incorporates the reduced power sector subsidies of Rs. 1.036 trillion for FY 2025-26, down 13 percent from Rs. 1.190 trillion in the previous fiscal year.
The new national average tariff for FY 2025-26 has been set at Rs. 34 per kWh, down from Rs. 35.50 per kWh last year.
The government’s motion is based on the National Electricity Policy 2021. While maintaining socio-economic goals, the government plans to continue a uniform tariff structure for all regions and consumer categories.
The proposal requests that NEPRA issue a consolidated and uniform tariff, along with quarterly adjustments, for all state-owned Discos under Section 31(4) of the NEPRA Act. The motion clarifies that this uniform tariff structure is not intended to raise federal revenue but to rationalize tariffs within approved revenue requirements.
Additionally, the government seeks to maintain uniformity in end-user tariffs for K-Electric customers, both before and after its potential privatization.
Separate motions for Discos and KE have been filed as well. NEPRA will hold a public hearing on July 1, 2025, to deliberate on the proposed uniform tariff application.
